About an 1/8 to 1/4 inch below the shoulder seam

they call it the "Dime and Dollar" rule

The unit patch or insignia is to be centered with the shoulder seam and a dimes width away from the top of the sleeve.

Your rank is then a dollar bills width bellow the unit patch and matched for distance on the other side.
